ac370758b4 Bug 1822131 - Allow XUL elements to shrink-by-default. r=dholbert 
Bug 1821920 and bug 1821871 are instances of an interesting behavior
change from bug 1820534.

The default flex-basis of old XUL was auto instead of max-content,
because of this code:

So stuff that used to wrap now no longer does, in an horizontal flex
container, since xul.css prevents XUL elements from shrinking.

Per the comment, a few tests relied on this, but I believe it should
generally be safe to shrink the items. This only causes to shrink if
they have an explicit width but no min-width (including min-width:
auto).

Some tests like test_mousescroll.xhtml hit this, because they have
explicit sizes but min-width: auto ends up being 0 effectively, but I
believe we should tweak those tests instead.

65966873e4 Bug 1816131 - Avoid jumps when changing the presets in about:logging r=Itiel 
This sets a width so that the width doesn't change with the content of
the panel.

This also changes the element that has "None" (because no MOZ_LOG entry
is set at that moment) to a div like when there are modules, so that it
doesn't jump down the first time the user selects a preset.

This uses the actual ids for the labels so that clicking the labels
actually work.
This also adds some flex magic so that the labels are aligned with their
checkboxes.
Finally this indents the file part so that the hierarchy is better seen.

d58cbc2ad7 Bug 1775941 - disable browser_devices_get_user_media_screen.js on Win for frequent failures. r=ng 
This test was (partially) disabled in Bug 1739107 but we're still seeing failures.  This
