4e0b59f695 fix bug 160000 - custom.jar support for chrome 
look for custom.jar in the chrome directory - if found, always check it first for files before using the rest of the chrome registry. This allows embeddors to override specific chrome URLs with their own files.

025fb3a058 Get rid of gcc3's numerous warnings about using <new.h> instead of <new> by creating a new #define, NEW_H, which should be used instead of <new.h> or <new>. 03ace271f0 Add CPP_THROW_NEW macro to the build system. This macro should be used when defining a local |operator new| function. It will be set to an empty throw function by default on all platforms except mac CW builds. This will allow us to not crash on systems that expect |operator new| to throw an exception by default and will suppress compiler warnings about how |operator new| should throw an exception instead of returning NULL.

c0ec608df6 Add 'make install' target to build. It's "MRE-friendly". (See http://www.mozilla.org/projects/embedding/MRE.html for details.) 
Changes:
* Added EXTRA_COMPONENTS variable to build.  Use it to automagically install files into the components dir.
* Added SYSINSTALL variable.  Use it install files onto the system.
* Move mozilla-config generation from configure to makefiles
* mozilla-config will now generate paths based upon the MRE-based directory layout.
* Generate mozilla script from template

The installation heirarchy currently looks like:
$prefix -> /bin/mozilla
           /bin/mozilla-config
           /include/mozilla-ver/*
           /lib/mozilla-ver  (mozappdir)
                            /components
                            /res
                            /defaults
                            /chrome

There is preliminary build support for MRE dirs as well though the component manager hasn't had MRE support added yet.

$prefix -> /lib/mre/mre-ver  (mredir)

fba198f16c fix for bug 119923 - split nsIChromeRegistry into 2 interfaces, one that is XUL-specific 
this way we can implement an minimal chrome registry for embedding, that doesn't support all the wacky skin- and locale-switching goodness of XUL.

only behavior; won't  write to disk. Fallback to default chrome locale when
