re-enable places by default.  note, this will not enable all of places, just
history on top of places.

also note, we are using places.sqlite now (and not bookmarks_history.sqlite)
because the schema has changed.

5830c027a5 Mingw builds require _WIN32_WINNT >= 0x0501 (XP) to use the IP_ADAPTER features of nsNotifyAddrListener.
