The mIsTrackingResource flag on nsIHttpChannel was split into two separate
flags depending on whether or not the resource is third-party. The correct
flag will be set by the channel classifier. Similarly, a new function was
introduced, GetIsThirdPartyTrackingResource(), for those consumers (like TP)
who only care about third-party trackers.
The existing function, GetIsTracking(), will continue to look at both
first-party and third-party trackers (the behavior since first party
tracking was added to annotations in bug 1476324).
The OverrideTrackingResource() function now allows nsHTMLDocument to
override both mIsFirstPartyTrackingResource and
mIsThirdPartyTrackingResource, but since this function is a little dangerous
and only has a single user, I added an assert to make future callers think
twice about using it to opt out of tracking annotations.
Currently, only the default storage restrictions need to look at first-party
trackers so every other consumer has been moved to
mIsThirdPartyTrackingResource or GetIsThirdPartyTrackingResource().
This effectively reverts the third-party checks added in bug 1476715 and
replaces them with the more complicated check that was added in bug 1108017.
It follows the approach that Ehsan initially suggested in bug 1476715. It
also reverts the changes in the expected values of the tracking annotation
test since these were, in hindsight, a warning about this regression.

This switches over to cloning the URI without it's ref which will most likely
avoid a copy. The new |ParsePathWithoutRef| is used, again to avoid needing a
copy of the path substring.

This adds a version of |ParseURI| that only deals with the path portion of the
URI and expects the ref not to be present. It's mainly copy and pasted from
|ParseURI| but updated to use nsString methods rather than NSPR.
Additionaly it only returns a substring to the path passed in for the data
buffer if requested.
|ParseURI| is updated to advance past the scheme and trim the ref, then it
just uses |ParseURIWithoutRef|.

In order to optionally report the full hash back to Google, we need to keep it
around in the callback. While a prefix is not the same as a full hash (multiple
full hashes can map to the same prefix), in this case, the callback will only be
called when the full hash matches.

Originally the pref is called security.data_uri.inherit_security_context, so the pref is default on.
And when we finish this feature, we turn it off.
To avoid causing confusion in the future, perhaps we should rename it and make the pref default off.
The new version has the following improvements.
- If the non-data part is empty, the spec isn't duplicated at all for parsing;
otherwise, only the non-data part gets copied. This avoids a potential OOM
case when the data part is large.
- The base64 parsing is moved later. It now only occurs once we've determined
that the non-data part is non-empty.
- It now uses |sizeof| consistently to get the length of string literals.
Previously it was a mix of |sizeof|, strlen() and hard-coded lengths.
- There's now no need to undo null-insertion once parsing is finished, because
the parsing is done on a local copy of the non-data part.
