Remove various calls to SetCapacity() that fall into various misuse categories:
1) Mistakenly believing that the caller should advice the string about zero
terminator.
2) Cases where a single append does the right computation on its own.
3) Calling SetCapacity() with a constant when the string is self-allocated
and could be an nsAuto[C]StringN and the string doesn't get passed on
in a way that could benefit from a heap-allocated buffer.
4) Calling SetCapacity() before assigning a shared buffer to the string.
5) Calling SetCapacity() before calling a function that will either calls
SetLength() anyway or calls Adopt().

With this patch, EnterprisePoliciesContent.js will only be loaded whenever a check for isAllowed happens in content.
This patch also adds shortcuts to make sure that checks for about:blank, about:neterror and about:certerror are skipped

Before this change, the trusted URI schemes, based on a string whitelist, were:
https, file, resource, app, moz-extension and wss.
This change removes "app" from the list (since we don't implement it),
and adds "about" to the list (because we control the delivery of that).
* Deserialization now only happens via a mutator
* The CID for URI implementations actually returns the nsIURIMutator for each class
* The QueryInterface of mutators implementing nsISerializable will now act as a finalizer if passed the IID of an interface implemented by the URI it holds

We should not be declaring forward declarations for nsString classes directly,
instead we should use nsStringFwd.h. This will make changing the underlying
types easier.

The existing functions work with C strings but almost all the call sites use
Mozilla strings.
The replacement function has the following properties.
- It works with Mozilla strings, which makes it much simpler and also improves
the call sites.
- It appends to the destination string because that's what a lot of the call
sites need. For those that don't, we can just append to an empty string.
- It is declared outside the |extern "C"| section because there is no need for
it to be in that section.
Note: there is no 16-bit variant of nsAppendEscapedHTML(). This is because
there are only two places that need 16-bit variants, both rarely executed,
and so converting to and from 8-bit is good enough.
The patch also adds some testing of the new function, renaming
TestEscapeURL.cpp as TestEscape.cpp in the process, because that file is now
testing other kinds of escaping.
