Bug 1583109 introduced new function templates StringJoin and StringJoinAppend.
These are now used to replace several custom loops across the codebase that
implement string-joining algorithms to simplify the code.

There are two issues in our current setup
1) Input events which are occurring in the same tab are going to be lost
because sync XHR. We have event handling suppression for synx XHR, so input
events are going to be discarded.
2) Input events that are happening in another tab (same process as the
synx XHR tab) are not going to be delayed. This is not correct since
sync XHR should block the Javascript execution.
This patches fixes the above cases for when both TaskController and e10s are
enabled by suspending the InputTaskManager during sync XHR, which
delays the input event handling and keeps the events around.

Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

The MOZ_MUST_USE macro is defined as clang's and gcc's nonstandard __attribute__((warn_unused_result)). Now that we compile as C++17 by default (bug 1560664), we can replace MOZ_MUST_USE with C++17's standard [[nodiscard]] attribute.

There's no use case for stateful comparators, so they can be just plain
function pointers.

Raw Cr.ERROR don't get stack information, same as throwing JS literals instead
of `new Error()`s.
This was done automatically with a new eslint rule that will be introduced in
the next commit. One instance of a raw Cr.ERROR was not replaced since it is
used in a test that specifically checks the preservation of raw Cr values in
XPCJS. The rule will be disabled for that instance.

`UniquePtr` doesn't allow assignment from raw pointers so we update callsites appropriately:
- Assignment from `new` is mapped to `MakeUnique`
- Assignment from pointer params or factory functions ware wrapped with `WrapUnique`
- Assignment from `release` calls are switched to `std::move`
Additionally standalone release calls are piped into `mozilla::Unused` to stifle warnings and document that dropping the pointer is intentional.

`UniquePtr` doesn't provide access to the address of the raw pointer. This swaps out usage of `StartAssignment` to just point to the containers themselves.
