9538d62dfb Bug 545892 - mozilla-runtime.exe doesn't have a manifest when jemalloc is enabled: in this case the linker doesn't generate a manifest because there are no dependent assemblies, so we should only use the manifest specified in the source directory, r=ted

3f91dcac71c4 turned off NEON because of build breakage. This
turns it back on.

We also need to add a SSRCS target so that .S files get built
with gcc.

3f91dcac71c4 turned off NEON because of build breakage. This
turns it back on.

1b015e4cd1 Bug 524139 - Eval .all.pp instead of including it. This means that in the normal case we avoid any make restarts and the associated I/O that goes with them, which could possibly be slowing Windows builds down considerably r=ted

3ee5d7d773 Bug 494826 - Compile SQLite with SQLITE_DEBUG defined 
Compile SQLite in debug mode in our debug builds.  We don't hit any assertions
in tests currently, and if we ever do, we've just found a bug in SQLite.
