This is useful for writing tests that test particular optimizations,
such as that a particular operation doesn't cause restyles. It sits
next to similar counters for frames constructed and frames reflowed.
I also snuck in a preference for the less-expensive mPresContext over
the more expensive mFrame->PresContext() (which dereferences multiple
pointers).

nsPresContext contains a mLastStyleUpdateForAllAnimations flag which is simply
used to prevent unnecessarily posting restyles when throttled animations are
already up to date. Since part 13 we now accurately record whether we have
posted a restyle for each throttled animation and only post a restyle if we
have not done so already. As a result, this flag is no longer needed since
calling PostRestyleForThrottledAnimations is effectively a noop when throttled
animations are up-to-date.
Since we want to track elements needing a restyle on EffectCompositor we need
to scope it to an nsPresContext rather than just making if a collection of
static methods.
The bulk of this commit was generated with a script, executed at the top
level of a typical source code checkout. The only non-machine-generated
part was modifying MFBT's moz.build to reflect the new naming.
CLOSED TREE makes big refactorings like this a piece of cake.

When connecting a lowdpi external monitor on hidpi mac, TabChild gets an
UpdateDimensions call, followed by a UIResolutionChanged call. After
the UpdateDimensions call, the content process is in an incorrect state
where it has the dimensions of the new display and scale of the old one.
After the UIResolutionChanged message, the values are again consistent.
In the interim, reflow resizes layers based on the incorrect (old) scale
and subsequently uses those incorrect values when the new scale comes
in. This patch normalizes the message parameters by dividing by scale
(the result is what OS X calls point coordinates) so that this doesn't happen.
