We queried 'loadingprincipal' attribute on the common call path, however
this should be queried if it's loaded by System Principal.
Also rename loadingprincipal to triggeringprincipal
All our widgets support it with a constant true.

This allows us to reuse the same URLInfo objects for each permission or
extension that we match, and also avoids a lot of XPConnect overhead we wind
up incurring when we access URI objects from the JS side.

This patch covers two cases when loading a favicon:
1. Get the request context ID of the document load group, when <link rel="icon"> is found in the page.
2. Use the top level document's request context ID when using the default favicon.
The extension policy services uses atoms internally for permission names, so
using them directly rather than strings is considerably cheaper.

Doing this at compile time would save a bit of our startup time, which
I've promised to do since @counter-style was initially implemented, see
bug 966166 comment 103 (the paragraph with "constexpr").
Also, having this implemented here makes using atom instead of string
on name of builtin counter styles easier, for later patches.

Move the object attribute exposure of states::HASPOPUP from the ATK wrapper
code to the shared accessibility code. Call UniversalStatesFor() rather than

It appears that neither Chrome, Safari or Edge support this feature,
and it's causing web-compat issues for us, e.g. bug 1373417.
