adef1ac6f6 Minor changes to incoporate OS/2 into our build system. Bug #34106 
We now set MOZ_{JPEG,ZLIB,PNG}_{CFLAGS,LIBS}, XPCOM_LIBS, MOZ_COMPONENT*_LIBS, WIDGET_DLL, GFXWIN_DLL and MOZ_JS_LIBS in configure.
Added os2 specific arguments to configure.
Added os2 target arch section to configure.
Modified a handful of Makefile.ins to use MOZ_JS_LIBS, MOZ_COMPONENT_LIBS, & EXTRA_DSO_LIBS where necessary.

13be6d7ebf I know it's unorthodox to do a top level checkin like this, but I've got so many files

The heart of this checkin is a change in the signature and symantics
of NS_InitXPCOM.

The new signature is

extern NS_COM nsresult
NS_InitXPCOM(nsIServiceManager* *result, nsFileSpec* binDirectory);

I filed a bug for this problem:

b=23157

The original manifestation of this bug was in mozilla/netwerk/protocol/res/src/nsResProtocolHandler.cpp It used the current process directory to find resources, which is not correct when the current process is not mozilla.exe.

I have added a new type to nsSpecialSystemDirectory, Moz_BinDirectory, and made nsResProtocolHandler use that value.

c73533acb7 - NS_ERROR_FACTORY_REGISTER_AGAIN for deferring registration of a module until 
later in the autoreg cycle.
- teach native component loader about deferred components
- add nsIComponentLoader::registerDeferredComponents
- teach component manager about deferred components
- made nsID::Parse take a |const char *| instead of a simple |char *|.
- move release of XPTI singletons until _after_ shutting down the component
  manager to prevent re-initialization during JS component shutdown.
- category manager work: really delete from reg, start on enumeration
- use nsXPIDLCString instead of autoStringFree.
- fix nsRegistry to use allocator properly.
- cleaner memory management in nsFactoryEntry.
- capitalization fixed in nsIComponentLoader.idl
- clean up loader creation logic
- remove/disable lots of DEBUG_shaver noise
- added (disabled) warning about NSGetFactory usage
- move .so and .shlb higher up in the ValidDllExtensions list to marginally
  speed up registration.
- added nsDll::GetRegistryLocation API
- properly export nsSupportsArray.h
- capitalization fixes in nsIEnumerator.idl
- added deferral to nsSample.js

c86ab72aed Fix to 6156. 
Added $(EXTRA_DEPS) dependency to $(PROGRAM) in rules.mk, so xpidl can ask to be recompiled when libxpt changes.

812b43a6a9 Give xpidl a Makefile.in that uses the rules.mk rules for $(PROGRAM) to build, toallow use of purify target. Be warned, it won't be pretty. 
Build xpidl statically by adding -static (I hope it's XP; is there an alternative?) to LDFLAGS.  So that we can use it in the build without setting the shared library path.
