Add CPP_THROW_NEW macro to the build system. This macro should be used when defining a local |operator new| function. It will be set to an empty throw function by default on all platforms except mac CW builds. This will allow us to not crash on systems that expect |operator new| to throw an exception by default and will suppress compiler warnings about how |operator new| should throw an exception instead of returning NULL.

Split strict mode into almost-standards and full-standards mode, where the only quirk in almost standards mode is the quirky inline box model. Remove previous fix for bug 151620. Fix for topcrashers bug 143118 and bug 146891 - prevent continued deserialization after a a deserialization failure of the XUL PD by aborting on failure, also, ensure that that propagates up so we can catch it. Fix for bug 124990, Add additional processing loop for DOM event listeners to allow browser level handlers to be fired after content based listeners. r:saari, sr:jst

Browser based listeners can now registers themselves using the AddGroupedEventListener and passing the system event group (which can be gotten via the nsIDOMEventReceiver interface). These listeners will now fire after all content based listeners have processed.
In this initial version of the checkin most browser listeners are still left in the original content group for stability purposes.
