Phase 1 of style context deCOMtamination (bug 114713). Remove all dependencies on nsIStyleContext from outside of content and layout. Make nsIFrame::GetStyleData be a non-inline virtual function when called from outside of layout, since the nsStyleContext implementation won't be available to those callers. r=dbaron, sr=bzbarsky.

Split strict mode into almost-standards and full-standards mode, where the only quirk in almost standards mode is the quirky inline box model. Remove previous fix for bug 151620. We now set MOZ_{JPEG,ZLIB,PNG}_{CFLAGS,LIBS}, XPCOM_LIBS, MOZ_COMPONENT*_LIBS, WIDGET_DLL, GFXWIN_DLL and MOZ_JS_LIBS in configure.
Added os2 specific arguments to configure.
Added os2 target arch section to configure.
Modified a handful of Makefile.ins to use MOZ_JS_LIBS, MOZ_COMPONENT_LIBS, & EXTRA_DSO_LIBS where necessary.

Separate the widget and gfx toolkits into two variables.
...
Instead of MOZ_TOOLKIT, we now have MOZ_WIDGET_TOOLKIT and MOZ_GFX_TOOLKIT.
There is also a new configure flag, --enable-gfx-toolkit which does what its
name implies.
The configure script should continue to work as before.
