23c27a31d7 Bug 1170855 - Part 7: Implement MAX_CLIENT_WAIT_TIMEOUT_WEBGL. r=jgilbert, r=smaug
This is a special addition for WebGL 2. I've updated webidl to match the
spec.

I've set the value to be 0 to match Chrome. If I query the underlying
GL, I get -1 back. (On OSX). We can discuss what a better value would
be.

e8dc880ddb Bug 1066312. Use IDXGIKeyedMutex for synchronization with D3D11 angle. r=jgilbert
This currently does nothing because the ANGLE we're using doesn't have keyed mutex
support.

There are currently problems with the color format chosen
which breaks MSAA resolution. But we might as well land this
now.
