- Adjusted `RelayOffered` logic to ensure Relay is shown only if the user is signed in or if the `showToAllBrowsersPref` is enabled, combined with allow-list checks.
- Added a new test (`test_site_not_on_allowList_still_shows_Relay_to_signed_in_browser`) to verify behavior.

7fe2127ac2 Bug 1932513 - Fix crashing redesigned toolbar related UI tests r=ohorvath,aaronmt 
The were 4 UI tests which use the redesigned toolbar that started to fail all of a sudden after [[ https://bugzilla.mozilla.org/show_bug.cgi?id=1908330 | this ]] change landed.

The problem was caused by the fact that the UI test were launched with the redesigned toolbar being **disabled** and after the tests were actually launched the feature was disabled using the applySettingsExceptions function.
Because of this, the layout of the toolbar was in a "weird" state, crashing the app.

To overcome this problem, I've updated the composeTestRule in both HomeScreenWithNavbarTest and TabbedBrowsingWithNavbarTest to enable the feature right from the beginning.
I've also had to create a diffrent function to open the tab tray and use it in tabsCounterShortcutMenuOptionFromNavbarInPrivateModeTest and verifyPrivateTabsTrayWithOpenTabFromNavbarTest UI tests.

All UI tests from TabbedBrowsingWithNavbarTest and HomeScreenWithNavbarTest successfully passed 3x on Firebase ✅

fad4e801c3 Bug 1931842 - Fix click actions in UI tests on snackbar buttons r=aaronmt,ohorvath 
The UI tests started to be flaky or occasionally fail after [[ https://phabricator.services.mozilla.com/D226967 | this ]] change landed.
The click on the snackbar button wasn't properly performed using UiObject 2 (By selectors)

To overcome this problem I've switched to using exclusively compose, taking use of the newly added test tag and text to perform the click action.
I've also added verifyUrl after performing the "switch" action in the search group related tests, because in some cases the pressBack() action was performed to early and the test exited to the home screen instead on the browser screen.

✅ All 27 UI tests that use the snackbar click action successfully passed 50x on Firebase.

🔍 While trying to fix the click problems, I've noticed some inconsistencies related to some "Collections" related tests
In some cases the snackbar is covered by the tabs tray, I'll investigate this problems sepparately.

50d1d9d001 Bug 1927280 - Prevents for h264 attaching SPS and PPS Nalu if already present on Windows r=chunmin 
This patch prevents adding the SPS and PPS present in extradata WMFMediaDataEncoder,
if the data already contains SPS and PPS. Otherwise, the resulting Byte stream would
 not be spec complained and be rejected by Chromium, for example.
It also includes a WPT test.

899dc24e5f Bug 1918340 - Notify the STATE_COOKIES_PARTITIONED_TRACKER content blocking event for partitioned tracker cookies. r=anti-tracking-reviewers,cookie-reviewers,bvandersloot,edgul 
To show the trackers who access partitioned cookies, we need to notify
the STATE_COOKIES_PARTITIONED_TRACKER content blocking event.

The patch changes the cookie service to nofity when accessing the
partitioned tracker cookies. And replace the
STATE_COOKIES_LOADED_TRACKER and
STATE_COOKIES_LOADED_SOCIALTRACKER events with the
STATE_COOKIES_PARTITIONED_TRACKER for the ContentBlockingNotifier.
