These files were omitted from the original patch because reformatting them required some manual intervention in order to avoid breaking unit tests. Generally the `noqa` lines were already there and just needed to be moved from one line to another (due to the reformatting by `black`), but sometimes `black` saw fit to move a bunch of stuff all onto one line, requiring me to introduce new `noqa` lines.
Besides the autoformat by `black` and some manual fixups, this patch contains no other changes.

Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:

2. Run ./mach lint --linter black --fix

4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.

Adds secureonly.example.com:443 to server-locations.txt - this host is only available on HTTPS.
Regenerates certs using `./mach python build/pgo/genpgocert.py` command.
Sets network.dns.native-is-localhost pref in test so we don't trigger assertion.

This removes processing of HTTP Public Key Pinning headers, remotely modifying
pinning information, and using cached pinning information, all of which was
already disabled in bug 1412438. Static pins that ship with the browser are
still enforced.

WebAuthn needs to write a test to confirm it's prohibited when accessed via
an IP address. This adds the capability to get a SecureContext for an IP host.
It uses 127.0.0.2 so as to bypass restrictions on 127.0.0.1, and the use of .1
as a special-market in ssltunnel.

Local PGO builds now use 3-tier machinery under the hood. Instead of a
single object directory that gets cleaned in between the instrumented
and profile-use builds, now the instrumented build uses a separate
'${objdir}/instrumented' directory. This makes it easier to handle
within mach since we can drive the two builds with environment variables
and keep all build artifacts separate, without needing to do manual
cleanup in between.

The minidumps are stored in the temporary profile directory used by
profileserver.py. Before the temporary directory goes away, we use
mozcrash & minidump_stackwalk to process any crashreports and copy them
to the artifacts directory.

This ought to overcome a regression from 1592981 as well as make this test suite less noisy about toolchain updates in the future.
While here, tidy up the PGO list: sort alphabetically, stop using a hardcoded test index for the Speedometer time extension, and stop using js-input/ for the virtual mappings since js-input/ is an actual directory in our repo.

If the run task generates bad profile data, the merge step in the
profile-use task will fail. However, retrying the profile-use task
doesn't fix the problem, and there isn't a straightforward way to retry
the run task in this situation. Instead we can add a clang toolchain to
all the run tasks, and perform the merge there.
This means the output from the run task will always be a successfully
merged file called 'merged.profdata', and we no longer need to perform
the merge as part of the profile-use build as a GENERATED_FILES step.
