mscott%netscape.com	6d2aaa1358	Correctly build the toolbar and menu items for the mail 3-pane. They used to be expressed in msgbar.xul but it doesn't seem to like it when they are defined that way. I also assumed that xul was the default name space and removed all "xul:" tags. Forced hard coded height and width values for each of the panes.
