remove dependency on perl to rotate the build number. this target should
...
have only been defined if MOZILLA_OFFICIAL was set, but it didn't work
right at all.
i've commented out the offending lines for now, until it is determined how we go
about rolling version numbers in the new world.

Changes over the weekend broke the IRIX build by removing the LD_ALL
...
and LD_NONE directives which enable the linker to combine dynamic
and static objects.
This puts them back.

...
conflicts with that in msgsdk, so need to make sure mozilla/include
is not in the path here
