9ebff14b7f Bug 716140 - Add SetObserver method to Decoder instead of initializing it in the constructor. r=seth 
In order to have "throw-away" imgStatusTrackers that we'll use to track an
individual decode chunk's status, we need to be able to change the observer on
a decoder.

7b6f9c7add Bug 818246 - Part 1: Remove unncessary definitions of XPIDL_MODULE; r=glandium 
XPIDL_MODULE defaults to MODULE. These Makefile.in were setting
XPIDL_MODULE to the same value as MODULE.

0c8ee65118 Merge mozilla-central into build-system 
There were merges in configure.in and some Makefile.in. None had any
conflicts. I spot verified the Makefile.in changes and confirmed that
the changes did not touch any DIRS* variables.

2c4d59c7eb Bug 812602. Don't decode jpegs progressively when we have all the data. r=joe 
Decoding progressively is slower because we duplicate work like color
conversion and color correction for each outputted scan. We already suppress
paints when have all of the data, so we shouldn't do this extra work.
