Since we're the only one sending data, and we're doing so infrequently, let's
get the pref value before each ping send instead of building a pref observer
right this second.

29d536ae9e Bug 1608157 - Replace failure with a version that doesn't include backtrace by default r=chutten,emilio 
Some crates in the dependency graph at some point depend on failure,
without disabling its default features, which means they are turned on
for m-c builds.
The default features include the backtrace features, which seems to
cause issues for some m-c builds (like the Windows one).
As we can't turn of default features easily, our next best option is to
use a patched version that doesn't have include backtrace as a default feature.

cdc44450f5 bug 1598286: remote: upgrade to http 0.2 r=remote-protocol-reviewers,whimboo 
Upgrading to http 0.2 will give us bytes ^0.5 which removes
a dependency on iovec.  iovec is problematic for us because it
depends on a version of winapi that does not compile on Windows AArch64.

The effect of this should be that the remote agent is now possible
to compile on Windows AArch64.

4488a492b1 bug 1586855 - incorporate CRLite filters into cert_storage r=jcj,kjacobs 
This patch implements CRLite lookups for TLS server certificate revocation
information in telemetry-only mode. It adds a new preference
"security.pki.crlite_mode" to control the behavior of this feature. Setting
this preference to 0 disables it completely. Setting it to 1 enables telemetry
collection only (the default). Setting it to 2 enables enforcing revocation
information found via CRLite.

36f394af15 bug 1543115: remote, toolkit: bootstrap from Rust; r=remote-protocol-reviewers,maja_zf 
This bootstraps the remote agent from Rust so that we have access
to write to stderr using the eprintln!() macro.  There is a future
intention to expand Rust usage in the remote agent by delegating
CDP and WebDriver Bi-Di protocol schema validation to serde.

The Rust port is faithful to the JS version in terms of functionality,
and in some places improves on the original design by enforcing
a strict division between flag handling code on one hand, and the
remote agent server on the other.

Update-3:
InstanceProvider is also removed.

This moves the parts of toolkit/library/rust/shared/lib.rs related to
panic hooking to a new mozglue subdirectory, which will be used for
things that can be statically linked to e.g. libxul, rather than in
a "shared library".

The panic hook is disabled when building spidermonkey via the mozjs_sys
crate.

Update-1:
We decided to go with IPDL mechanism instead of Rust based ipc-channel (or any alternatives), which unblocks Windows build.

Update-2:
It appears that WebGPUThreading isn't needed any more as the child thread (and its event loop) is now managed by IPDL infrastructure. This PR removes it 🎉 .

Update-3:
InstanceProvider is also removed.

Update-4:
All set, the try is green, waiting for dependent changes to go in.
