Rewrite pretty much all variable and parameter handling. Makes global and local variables be handled differently. Global variables are no longer part of the variables stack, and are lazily evaluated. naitoh's changes make it possible to join channels with encoded names
change by me to load external scripts before processing startup urls, so that user-defiend networks function properly in irc: urls.
