8754202470 General cleanup of the shared library rules.
Quick fix for bug #36844.
Since people kept forgetting to wrap SHARED_LIBRARY_LIBS inside MKSHLIB_FORCE_ALL & MKSHLIB_UNFORCE_ALL pairs, we now handle it in rules.mk.  Same goes for making $(SHARED_LIBRARY) dependent upon $(SHARED_LIBRARY_LIBS).

4c8c939f0b Now that we have decided that there is only one docshell for all content types, we needed to get rid of the base class/ content type implementation. This checkin takes and moves the nsDocShellBase to be nsDocShell. It now holds the nsIHTMLDocShell stuff.
