6985354db4 Adding a new flag to the Win32 build system. Set DISABLE_TESTS=1 to skip 
building in the tests directories.  Should not affect the build at all if
you do not have this environment variable.  r=leaf.

2fa2e1e62e fix for case where when a frame is deleted as a result of a drag (say, moving a bookmark or mail message) we don't try to access the frame after it has been deleted but use |mCurrentTarget| which we know will be up to date and safe.
