3rd: fallbacks based on doc/user language
4th: any font that supports the char
* find the first font in the font list that supports a char

7f0488eb18 Phase 1 of style context deCOMtamination (bug 114713). Remove all dependencies on nsIStyleContext from outside of content and layout.
