52d72e9998 #62157, "Document content is rendered even though version value is not '1.0'." Make us care about what version is specified and bail out on anything but "1.0".

a276cfdb53 License changes Round 2. Expat. Updating licensing to be consistent with latest version of expat (MIT/X); relicensing NS-contributed code under expat's license (except the build system, which is tri-licensed.)
