Write the html, title, and body tags directly to the stream listener

Moved static MOZ_COMPONENT_NSPR_LIBS, MOZ_COMPONENT_XPCOM_LIBS, MOZ_COMPONENT_LIBS definitions from configure.in to config.mk. Replaced -lxpcom in Makefiles to $(XPCOM_LIBS) so that we can optionally link against -lboehm when needed. Bug #31287
