The position-relative/table-collapse-* tests here date back to bug 35168, where support for positioned table parts was implemented; but looking through that bug, I don't see any indication that this particular detail was explicitly considered. It's notable that no existing WPT tests seem to be affected by the change, reflecting that this behavior is not well specified or tested at present. Nevertheless, I think it's worth aligning our behavior with Blink and WebKit in this regard, especially given that we've had a number of bug reports about disappearing borders that are due to this issue.
