JIT warmup options were exposed to preferences to facilitate experimentation/optimization. The baseline and ion warm up thresholds had already been exposed through JSAPI, just needed to read from Preferences. The ion JitOption, frequentBailoutThreshold, was also exposed to JSAPI and Preferences.
