Jean-Yves Avenard 04a34db033 Bug 1550422 - P12. Convert Live gfxPrefs into StaticPrefs. r=jrmuizel 
gfxPrefs Live preferences are almost identical to StaticPrefs.

We leave aside for now those that set a custom change callback as this feature isn't yet supported in StaticPrefs.
