nsMsgIdentity.cpp	Fixing bugs 23625 and 62433. Bug 23625 is about creation of special folders for new IMAP accounts. Fix to that bug includes the rearrangment of copies and folder UI panel which is a bit similar to 4.x model now. Panel UI allows user to select a special folder on the IMAP server and the folder is then created at runtime as needed. Today, IMAP account special folders point to Local folders which is confusing. nsMsgIncomingServer.cpp	Fixing bug 87396. Today, when a new IMAP account is created special folder prefs are pointed to the server. This will be a problem for ISPs who do not want allow any folder creation on their servers and it is not very user friendly experience for end user in such a case. This check in allows ISPs to turn off that default setting to point to server via rdf file.
