Jeff Walden ed23151bd7 Bug 1492937 - Make the JS subscript loader load scripts exclusively as UTF-8, with no way to specify any other encoding, and adjust a bunch of existing tests to use UTF-8 directly, rather than Unicode escape sequences or similar.
