Jan Horak bda48ed89f Bug 1411589 - Export ShouldUseFlatpakPortal(); r=stransky
We need to detect the flatpak environment on multiple places.
Making the ShouldUseFlatpakPortal() exported to the nsIGIOService
allows us to reuse it.
