Cmd-line params for the SharedPreferenceSerializer was duplicated in ContentParent and SocketProcessHost. Since we'll have a 3rd process (RDD) using this same code, let's move the repsonsiblity for knowing how to add these cmdline params into SharedPreferenceSerializer.
