Emilio Cobos Álvarez f9bd47e44b Bug 1626586 - Make history notifications do a bit less work. r=mak,lina,agi,snorp 
And batch them when notifying child processes.

This makes RegisterVisitedQuery potentially notify synchronously, but changes
the code to deal with it properly.
