jwz%mozilla.org 4e53d461b5 in order to make libmime compile without libmsg, moved some
utility functions from libmsg/msgutil.c to new files
libxp/xp_linebuf.c and libnet/mkbuf.c:

	msg_GrowBuffer ==> XP_GrowBuffer
	msg_LineBuffer ==> XP_LineBuffer
	msg_ReBuffer ==> XP_ReBuffer
	msg_MakeRebufferingStream ==> NET_MakeRebufferingStream
