Paul Adenot 6ae500f220 Bug 1817997 - Write a version of GetSeekableTimeRanges that uses double and not TimeUnit. r=alwu
When playing a MediaSource, `seekable` should return `[0, duration]`, and duration
can be a double of any precision.
