So, mapping from UTF-8 -> UCS-2 became a problem. This fix simply uses the existing algorithm in intl/uconv. This change only effect the Windoze CE native uconv. NPODB. Also includes further gfx fixup. r/sr=dveditz b=297683 WinCE only.
