Jeff Gilbert 9561417879 Bug 1541396 - Refactor (non-)transform-feedback binding/use checks. r=lsalzman
* Remove WebGLBuffer::SetSlot
* Make most bindBuffer calls lazy.
* Replace nsTArray with std::vector in WebGLVertexArray.
