Sylvestre Ledru fde06f6d21 Bug 1674637 - Use nested namespaces in dom/ r=sg,andi
Also add some missing namespace qualifications

Done with:
./mach static-analysis check --checks="-*,modernize-concat-nested-namespaces" --fix dom/
