Opencv 4.7.x was preventing upgrades to python 3.11 in OSX 10.15 CI machines due to failing raptor browsertime tests. version 4.6.0.66 resolves this while also being compatibilty with other platforms. Differential Revision: https://phabricator.services.mozilla.com/D202692
