pinkerton%netscape.com 35f27e9461 fix for 38132, assert when mouse was over html element and a tooltip was registered. two things: make sure we always find the xul document using where the popup is registered not the event target, and try/catch around asking for the attribute since DOM Elements won't have attributes.
