It's only non-`HTMLEditor` user is `EditorBase::JoinNodesDeepWithTransaction()`, but it's called only by `HTMLEditor`. Therefore, we can move it into `HTMLEditUtils` and move `EditorBase::JoinNodesDeepWithTransaction()` to `HTMLEditor`.
