Thomas Nguyen 32ab8293ff Bug 1528697 - Expose ReferrerPolicy.webidl and use referrerpolicy enum r=smaug
ReferrerPolicy gets tossed back and forth as a uint32_t and
ReferrerPolicy enum in header file. Expose ReferrerPolicyValues from
webidl file and use consistently in native code.
