Nathan Froyd 7951ffdf2e Bug 1658375 - define platform macros for arm64 macOS in the profiler; r=mstange
This change doesn't resolve some of the issues in profiler code that have
x86-64-isms in them, but this is at least a start.

// Define platform selection macros in a consistent way. Don't add anything
// else to this file, so it can remain freestanding. The primary factorisation
// is on (ARCH,OS) pairs ("PLATforms") but ARCH_ and OS_ macros are defined
// too, since they are sometimes convenient.
