Nicholas Nethercote 28ae1cbb46 Bug 1561825 - Make sundry static prefs follow the naming convention. r=KrisWright 
That includes changing privacy.resistFingerprinting to a non-VarCache pref,
because it doesn't need to be a VarCache.
