Fariskhi Vidyan b2514b847b Bug 1272409 - Part 2: Add ResizeObserver webidl and implementation. r=dholbert,smaug ... This implements the first version of spec, so the webidl file doesn't match the current spec and we will fix them in the follow-up bugs. i.e. 1. The default observer box is content-box. 2. `ResizeObserverBoxOptions`, `ResizeObserverOptions`, and `ResizeObserverSize` are not included in `ResizeObserver.webidl`. 3. `ResizeObserverEntry` doesn't have `borderBoxSize` and `contentBoxSize` attributes.
