Masayuki Nakano b588b7f775 Bug 1574852 - part 50: Move TextEditRules::UndefineCaretBidiLevel() to EditorBase r=m_kato 
It's used both by `TextEditRules` and `HTMLEditRules` so that `EditorBase`
should have it instead.
