mscott%netscape.com 930493c1ba necko only! Fix several necko problems where we are calling GetBuffer on an nsString and passing the result into ... NS_NewUri. If the nsString is unicode then GetBuffer returns null which is not the desired behavior. I also cleaned up the necko stuff a bit as we were doing some extraneous steps.
