Nicholas Nethercote 819433bae0 Bug 1299389 - Replace some raw pointers in nsThreadManager. r=froydnj.
nsThreadManager::get() can return a reference. This lets us remove some
redundant assertions.

nsThreadArray elements can be NotNull<>s.
