eKeyDownOnPlugin (mozkeydownonplugin) and eKeyUpOnPlugin (mozkeyuponplugin) should execute if the key combination is reserved by the linked <command> element. Note that there is no eKeyPressOnPlugin. Therefore, eKeyDownOnPlugin may execute shortcut key handler which is registered as a keypress event handler.
