Previously, BrowserBridgeChild::SendSetEmbedderAccessible was only called when an OuterDocAccessible was constructed. However, it's also possible that the BrowserBridgeChild is created *after* the OuterDocAccessible. Therefore, we must also do this when a BrowserBridgeChild is created if the OuterDocAccessible already exists.
